Quebec Immigrant Investor Program (QIIP)

The Quebec Minister of Immigration, Diversity and Inclusion, Kathleen Weil, filed proposals on government immigration policies for the years 2017 to 2019 at a National Assembly meeting. The proposals will be studied by the relevant parliamentary committee.

The proposed guidelines are intended to achieve an optimal fit between candidates selected by the province and Quebec’s social economy needs. Several measures will be taken over the next two-year period including the implementation of a new, faster and more flexible selection system. 

"Our government has guidelines that address current issues for Quebec and that confirm our willingness to remain a prosperous, French, diverse and determined to meet our demographic, social and economic needs" said Immigration Minister Weil.

Some of the proposed guidelines include:

• Increase immigration levels to 51,000 for the first two years and then increase to 52,500 in 2019. Quebec is currently accepting 50,000 immigrants annually;
• Increase economic immigrants to 63% of the total by the end of 2019;
• Support Quebec’s economic diversity and importance of the French language by accepting immigrants from various regions of the world;
• Continued humanitarian commitment by hosting refugees and those in need of international protection.

As of May 30^th, the province has been accepting applications under the Quebec Immigrant Investor Program (QIIP). Spots are limited and high net worth individuals interested in immigration to Quebec, and permanent residency in Canada, are encouraged to apply without delay.

The Quebec Immigrant Investor Program is unique in Canada as it requires only a passive investment to be selected by the province. There is no obligation to establish a business, create jobs for Canadians, or even work, as other programs require. Quite simply, 800,000 CAD is invested in a risk-free government-backed security for a period of five years. After this holding time, the entire amount is returned to the investor without any interest. The five-year period starts as of the day the investment is made, not after residency is obtained.
