Investors are flocking toward Citizenship by Investment Programs offered by countries in the Caribbean (like Antigua and Barbuda ranked 58th), permanent residence programs for business in Canada (ranked 32nd) and the USA (ranked 28th), as well as permanent residence and citizenship programs offered by several countries throughout Europe.

Malta for instance, a member of the European Union, ranked 22nd on the Index, ahead of both Canada and the USA. Malta runs one of the most successful Citizenship by Investment programs in the world. Since launching the program in 2014, it has raised over 1 billion EUR in capital from investors.

The investment requirements for Malta are as follows:

  1. Purchase a property for minimum €350,000, which must be held for five years, OR rent a property with a minimum annual rent of €16,000, AND;
  2. Make a non-refundable contribution of €650,000 to the National Development and Social Fund upon approval of the application, AND;
  3. Invest at least €150,000 in stocks, bonds, or in a legal entity, which must be held for a minimum period of 5 years.

An accepted applicant will receive Maltese citizenship directly in return for the investments above. Since 2015, Malta added two more countries to the list of countries it can travel to visa-free, bringing the number up to 168. As such, Malta offers one of the more powerful passports in the world.

Germany is in first place in the Quality of Nationality Index, followed closely by Denmark, Finland, Norway, and Sweden, in that order.
