Quebec Immigrant Investor Program (QIIP)

The maximum number of applications that could be received under the Quebec Self-Employed worker category has been attained this week, and the program is consequently closed. The government of Quebec started intake of applications in April 2016 and was accepting only 50 applications under this immigration category.

The Quebec Entrepreneur program attained its maximum number of applications in May 2016, within one month of opening the program.

For the high net worth individual with qualifying business experience still wishing to settle in Quebec, there is still an option available: The Quebec Immigrant Investor Program (QIIP). Successful applicants can obtain Canadian permanent residence through a passive investment in Quebec economy.

In order to qualify, applicants must have a minimum net worth, alone or together with their spouse, of CAD$1.6 million in addition to at least two years of senior-level management experience within the five years preceding the application date.

Successful applicants must also have sufficient unencumbered funds to be able to complete an CAD$800,000 investment with “Investissement Québec” for five years, after which the full sum is returned without interest. Financing options are available (contact us for details) whereby the applicant can pay a one-time, non-refundable fee to an authorized financial intermediary who will complete the investment on the applicant’s behalf.

The QIIP is only accepting a total of 1,900 applications. Due to applications in high numbers from the People’s Republic of China including the administrative regions of Hong Kong and Macao, applications from this region have been limited to 1,330. In other words, only 570 spots remain for the rest of the world. Although the program is set to run until February 28, 2017, experts agree that the maximum number of applications will likely be received before that date. Individuals interested in immigration to Quebec need not delay starting the application process. As a complete file is required with the initial submission, collecting all the documentation can take a month or longer.
