Under the Austria Citizenship/second passport by investment program you are eligible for citizenship directly after you have been approved and made the investment of at least EUR 10,000,000. There is no residency period requirement.

Yes, Austria is an EU country which allows its citizens to live, work and study anywhere else within the EU.
